OpenAI replaces Max Bid with Target CPA in ChatGPT Ads

OpenAI said Target CPA replaces Max Bid for new conversion campaigns in ChatGPT Ads starting Monday November 9 2026, and Target CPC replaces Max CPC for new click campaigns. Existing Max Bid and Max CPC campaigns keep serving until January 1 2027, when Target CPA and Target CPC take their place. Target CPA and Target CPC are average cost goals, so the system may bid above or below the target in a single auction. OpenAI told advertisers to set targets from recent CPA or CPC and to fix Event Quality Score warnings before the switch.

Our take

Treat November 9 as a forced migration date, not an optional UI refresh. Pull the last 14 days of CPA for each conversion campaign and the last 14 days of CPC for each click campaign, then set Target CPA or Target CPC within a tight band of those figures so delivery does not stall. Confirm the OpenAI Pixel or Conversions API is sending the selected event with a usable Event Quality Score before you move budget onto the new strategies.
